The system used for rubbish/garbage collection in your local area is not working properly. This is causing problems for you and your neighbours. Write a letter to the local council. In your letter

I am writing to express my concern regarding garbage collection system in my locality which is not properly operating correctly for the past three weeks.
This issue is very big while the waste is scheduled to pick every Tuesday in the morning, the municipal trucks are failed to arrive from past three weeks and collect it. The garbage bins are fully loaded and and most of people through garbage on the roads and footpath. This situation is very serious because it creates bad odor and diseases to our locality people.
I strongly suggest that the council system to resolve this matters soon as possible and dispatches an emergency collection vehicle immediately to clear the block of garbage. Additionally, investigate the breakdown of schedulzing system for the future.
