The system used for rubbish/garbage collection in your local area is not working properly. This is causing problems for you and your neighbours. Write a letter to the local council. In your letter

Dear Sir,
I hope you are doing well. I am writing this letter regarding waste collection system that is not working properly in our area from few weeks.
The day in our neighbourhood for collection was used to be Friday morning but they changed it to Thursday without telling anyone. The garbage starts smelling and was covered with flies, which causes many health problems to people. The another point we noticed is that they throw all the bins very rudely after dumping the garbage in the trucks and results in breaking them. It is creating various problems in our area like health, cleaning, sorting and many more.
I request you to look into this matter and ask employees about problem they are facing which leads to this behaviour. I hope you will understand our situation and will take an effective action.
